The Royal & Ancient Golf Club of St. Andrews, the highest governing body of world golf, in collaboration with the United States Golf Association, is responsible for drafting and managing these rules, to ensure an always top playing experience. The R&A and the USGA have a commission of experts who, every four years, supervise and improve the rules. The latest revision, effective January 1, 2016, introduced changes to improve understanding and balance penalties.
