Skipping the legendaries, listed below are our top 5 picks from each tier. However, just because a pokemon isn’t listed here, doesn’t mean its unviable. Check your would be attacker’s stats against this table for common themes. Bare in mind Shadow Pokemon cannot Mega Evolve.

What makes a good attacker Pokemon?
Having high ATK/Sp.ATK stats are important for an attacker. As speed is less a factor in Pokemon GO, general CP and good Attacking moves are what make or break a pokemon. It shouldn’t come as a surprise that the commonly agreed strongest pokemon around are the Legendary Pokemon and their powered up forms. Other “psuedo-legendary” pokemon with Shadow Forms are also strong attackers for their inflated statlines.
The Hoenn trio in their Mega/Primal forms are easily the best attacker Pokemon in the game, sitting atop any Pokemon GO tier list for attackers alongside Mewtwo.
Mewtwo currently is amongst the highest CP cap in the game, north of 4000. Joining these VGC staples are most Mega Pokemon and fan favourites in Shadow forms. For those who haven’t obtained the Legendaries, Shadow forms of Metagross, Garchomp, Tyranitar and Dragonite are high on the attacking rung.
