New England is unsuccessfully looking for a head of football operations.

The New England Patriots’ search for a new head football executive remains stuck in the mud. On Tuesday, two more potential candidates have declined a chance to interview with the organization.

Neither former Arizona Cardinals vice president of player personnel Quentin Harris nor current Buffalo Bills director of player personnel Terrance Gray are interested in pursuing the open position, according to respective reports by CBS Sports’ Jonathan Jones and Sports Illustrated’s Albert Breer.

The Patriots are therefore now 0-for-3 when it comes to interview requests. Cincinnati Bengals executive Trey Brown, who would have had ties to New England, also decided not to take the opportunity.

Every individual situation is different, but it appears candidates are hesitant to even interview with the Patriots’ decision makers due to a prevailing sentiment across the league: that the team plans to promote director of player personnel Eliot Wolf. However, it has to go through a formal interview process in order to fulfill league requirements.

Per the NFL’s Rooney Rule, clubs have to personally meet with at least two external minority and/or female candidates when it comes to positions such as the primary football executive New England is looking for. As of Tuesday, no interviews have taken place.

A former NFL safety, Harris spent the last 16 years in the Cardinals’ scouting department. He steadily climbed up the ranks before being promoted to this most recent position in 2021. However, the team parted ways with him in February and he has remained on the open market ever since.

Gray spent time in Kansas City and Minnesota before joining the Bills in 2017. He initially served as director of college scouting before being promoted to assistant director of player personnel in 2020, and director of player personnel two years later.
